California's prison system has been, and continues to be, in severe crisis due to mindless policies on illegal aliens and the death penalty.

The population of incarcerated inmates in the Golden States exceeds prison capacity by a margin of 2-1, and the federal government has threatened to take over management of the system unless overcrowding is addressed.

California Governor Arnold Schwarchenegger attempted to alleviate overcrowding by sending inmates to leased facilities in other states.

Unfortunately, on February 20, 2007 a Sacramento County Superior Court Judge ruled that Schwarzenegger's plan was illegal.

Significantly, approximately 30 percent of the inmates in California prisons are illegal aliens, or "documented criminals," if you prefer PCBS.

The cost of incarcerating these "good hearted, hard working" criminals amounts to about $1.4 billion a year (not including related law enforcement and judicial expenditures or the monetary costs of the crimes that led to their incarceration.)

Given the fact that illegal aliens are such a significant part of the prison crisis, one would expect any prison reform package to include specific proposals for dealing with this prison segment.

A serious reform package should have included:
* Plans for expediting deportation proceedings;
* Aggressive measures to recover incarceration costs from mother nations, and

* Demands that the federal government secure our borders and enforce immigration laws, including prompt deportation of illegal aliens.

Regrettably, none of the above issues was addressed in a "historic prison reform package" passed by legislatures on April 26, 2007.

Instead, the legislature passed a $7.4 billion white elephant that does not address the core issues involved. Politicians on both ends of the political spectrum share that conclusion.
Now on its way to Governor Schwarchenegger for signature, the bill may avert a federal takeover of the prisons, but accomplishes little else.

Overpopulated prisons are not the only problem brought to California by illegal aliens. The cost of educating, housing, feeding, and providing heath care to criminal invaders amounts to several billion dollars a year in California alone.
Despite what common sense and responsible governance would dictate, San Francisco Mayor San Francisco Mayor Gavin Newsom continues to declare The City to be a "sanctuary city," and vehemently opposes federal raids to ferret out illegal aliens who have violated deportation orders.

Odd that, the top law enforcement authority in a major American city prohibits city employees from following or enforcing laws he disagrees with!

Newsome is the same lawless thug who willfully, and joyfully, violated the will of the people and California state law by presiding over several gay marriage ceremonies on the steps of City Hall in 2004.

With dim wits like Mayor Newsome and the City's Favorite Daughter, Speaker Nancy Pelosi, allowed to run around unrestrained, fascism looks to have a bright future, at least in San Francisco.

A liberal activist judge further exacerbated California's prison crisis. In February 2007, U.S. District Judge Jeremy Fogel ordered California to alter its lethal injection procedures.

With that ruling, Fogel effectively delayed the scheduled execution of killer Michael Morales.

As of April 27, 2007, convicted killer Morales continues to occupy desperately needed prison space.

All because some fuzzy headed liberal judge was concerned that a brutal killer would suffer "excruciating pain" after being pierced with a needle in a procedure more akin to a flu shot than an execution.

Why are liberals more concerned about illegal aliens and murderous thugs than they are about law-abiding people who respect and obey the law?

Drunken Illegal Alien Kills 21 Year Old Student in Car Crash

Missouri: On 4/21/2007 in Maryland Heights, MO, a drunken illegal immigrant rear-ended a car stopped at a stoplight, killing one passenger and injuring the other passenger and the driver. The illegal immigrant ran from his car and was found hiding in near by woods 3 hours later, still intoxicated.

I learned of this tragedy from the message board on Rhonda Vincent's web site (www.RhondaVincent.com). Rhonda is a bluegrass superstar, 7 times IBMA (International Bluegrass Music Association) Female Vocalist of the year award winner. There was a message posted on Rhonda's web site by her husband asking for prayers for the family: the father of the girl that was killed was his best man at their wedding 23 years ago. Please say a prayer for this girl's family.

Then, take action and ask your elected officials to keep this kind of criminal out of our country.

Authorities can't explain why alien who killed father of 5 still in U.S.

When Isidro Pena Soto's SUV slammed into an oncoming pickup truck, after passing another car at 90 miles-per-hour, the illegal alien who had been arrested or convicted at least nine times since 2003 made Kent Boone the fifth fatality in two weeks along a dangerous stretch of Northern California highway.

The notorious two-lane roadway, known as "blood alley," runs through Napa, Solano, Sacramento and San Joaquin counties. It averaged more than 10 deaths a year during the five-year period ending in 2005.

Pena, 26, was driving without a license while under the influence of drugs and alcohol. California Highway Patrol officers found two pounds of methamphetamine in his vehicle and more at his home. It was not his first brush with U.S. law, and that's what Boone's survivors find so hard to understand.

"He needs to be in prison, there's no way they're going to be able to deport him and keep him out of our country," Boone's widow, Regina Sorisio, told the Oroville Mercury Register.

Boone, a 33-year-old pipe fitter and father of five, was killed on March 31 as he drove to work.

Pena was hospitalized following the accident but arrested when he was released from doctors' care. This week he pleaded not guilty to second-degree murder.

"It's been quite challenging getting any information on anything," April Godin, Boone's former wife and mother of two of his children, told the Contra Costa Times. "It's just all of the loopholes and lack of information."

The information that is coming out now makes Boone's family and law enforcement officials wonder why Pena had not been deported before.

Pena has been convicted six times of driving without a license. In 2003 and 2005, he was convicted for DUI in Contra Costa County – and for a felony narcotics charge in the same county in 2005. That same year, he was convicted of a DUI in neighboring Solano County – the county where he killed Boone last month.

According to the Contra Costa Times, court records do not show the circumstances of his release from custody on those charges.

A spokeswoman with the federal Immigration and Customs Enforcement Agency said no one from any of the law enforcement agencies or courts that had handled Pena's offenses in the past had ever contacted her agency.

"Cases like this certainly underscore why we want to encourage local law enforcement agencies to tell us when they encounter foreign nationals with multiple prior convictions for crimes that certainly present a potential threat to public safety," said ICE's Virginia Kice.

"The only time [immigration status] is a relevant issue is if someone is charged with a crime and we incarcerate them," said Concord police Lt. David Chilimidos.

"We actually treat everybody like they were here legally," said Richmond police Capt. Alec Griffin. "We don't make contacts with ICE just in the course of normal business."

In Richmond, with its large immigrant population, local police do not participate with ICE in roundups of suspected illegals. The city terminated daylight traffic checkpoints aimed at stopping street crimes, Griffin said, because immigrants feared they were being targeted.

For whatever reason, Pena's multiple trips through the justice system never resulted in him being identified as an illegal alien who might "present a potential threat to public safety."

"It doesn't seem like it would be hard to put a red flag on there," Godin said. "There's so many questions I have. ... Why isn't anyone giving us information?"

There is now an immigration hold on Pena, who is being held without bail and will be turned over to immigration authorities for deportation if and when he is released from custody.

A note for other American citizens lucky enough to not live in Kentucky: If you are smart and want to save your life, stay out of Kentucky. Police: East Texas Boy Is Murdered and Sexually Assaulted By An Illegal Alien

An East Texas 4-year-old boy was sexually assaulted and murdered by a man, police say, worked and lived with his family. Police were called out to a home in Carthage Sunday morning. Residents there say they are stunned, such a horrible murder could happen where they live.

Teddy bears and flowers are a makeshift memorial to 4-year-old Joey Zhang-Liu who, residents say, used to greet customers at his parents' Chinese restaurant in Carthage.

"He was just joyful, always playing, every time I would come and grab my leg, would just hug me he was real nice and sweet," says Liketia Harris, who remembers the little boy.

Police say Rogerio Chaves Garcia, 27, has confessed to strangling and sexually assaulting the boy. Police say he worked at the restaurant and lived with the family in their home.

"Everybody wants to know why and sometimes you never why, that was their biggest question, why would they do it to my child," says Assistant Police Chief Jim Vanover.

Police say his parents found Joey wrapped up in a comforter next to his bed, with a broken arm, bruises on his jaw and around his neck.

"This is probably the worst I've seen in my 27 years of police work," adds Vanover.

News of such a heinous murder has shocked the small town of Carthage, especially those who knew the family through their restaurant business.

"It's hard to talk about," says Robert McDaniel. He owns the Mexican restaurant next door and would see the boy and his family everyday.

"Just makes your hair crawl, thinking that they're right beside you, you never know what people are going to do," he adds.

"I couldn't believe it whenever I heard about it, I just can't imagine, because I have three kids," says Crystal Ballenger, a Carthage resident.

"I think everybody right now is in shock...just not knowing, believing that anything could happen like that here," says Karen Peterson, owner of The Village Hair Salon next door to the Chinese restaurant.

Right now, the community is banding together and paying their respects to a family who's lost so much.

"We're praying for this family and I wish that everybody else would also cause right now that's what they need," Karen says.

Police say Garcia is an illegal immigrant. Authorities say they were afraid he would flee to Mexico, so his bond has been set at 12 million dollars. He's been charged with capital murder.

Meatpacking-plant towns might lose illegal alien workers. That's a win for America!!!

DODGE CITY, Kan. - Scared by raids last year at six Swift & Co. plants, illegal immigrants in the nation's meatpacking towns are preparing for their possible arrest.

For years, immigrant rights groups had been confident the meatpacking giants were so powerful that immigration agents would never raid them.

After the Dec. 12 sweeps at Swift plants in six states, immigrant advocacy groups have been holding workshops, teaching undocumented workers how to prepare for their arrests by doing such things as drawing up legal documents so someone could care for their children and handle their financial affairs.

In addition, the United Food and Commercial Workers union has printed a bilingual immigration rights kit it plans to distribute nationwide to workers in the coming weeks. The kit includes practical information, legal documents and sample letters.

"We want to make sure they (immigration officials) don't take advantage of our people," said Martin Rosas, the secretary-treasurer for UFCW in Dodge City.

Among those making preparations after attending a workshop is the family of a 43-year-old man who works under a false identity at the National Beef plant in Liberal, Kan. Two of his four children, ranging in ages from 4 to 18, were born in the United States, where he's lived on an off for 21 years.

His wife, a 39-year-old illegal immigrant, asked not to be identified for fear the family would be arrested. The family is writing documents so her brother, a legal resident, would have custody of the children if the parents are deported. They have put their few possessions in another person's name and are trying to save what little money they can.

Ed Hayes, the Kansas director of the Minutemen Civil Defense Corps, an anti-illegal immigration group, said he was dismayed by those who are helping illegal immigrants.

"Those people ought to be arrested because they are helping people break the law," Mr. Hayes said. "We have churches that are aiding and abetting people breaking the law. We have chambers of commerce who want them to do it, politicians who want them to do it. What happened to our nation of laws?"

Immigration informational meetings are not new, Mr. Austin said, but only recently have organizers begun distributing and discussing power of attorney documents with them. He said that's a direct response by Hispanic advocacy agencies to recent Immigration and Customs Enforcement raids, including last year's arrests of 1,282 Swift workers at plants in Colorado, Nebraska, Texas, Utah, Iowa and Minnesota.

"I don't know what else to do, other than have people prepare as much as they can in case that happens here," said the Rev. John Fahey, of St. Anthony Catholic Church in Liberal, where a recent workshop drew 250 workers from meatpacking plants in southwest Kansas.

The Hispanic advocacy group Hispanos Unidos of Liberal and United Methodist Mexican American Ministries helped organize the meeting, said Arturo Ponce, a former meatpacking plant worker who helped found Hispanos Unidos of Liberal.

Immigrant families are also being urged to set up a savings accounts with $3,000 to $10,000 per family to pay bail bonds and other costs.

Don Stull, a University of Kansas anthropology professor and industry expert, said it's estimated about 25 percent of people working at the nation's meatpacking plants are in the country illegally.

The industry says it is doing everything it can to make sure it does not hire illegal immigrants.

$2.2 trillion illegal alien taxpayer sticker shock

2/3 of immigrants cost Americans $22,449 a year, shows new study

WASHINGTON – Someone has finally fixed an approximate taxpayer cost of between 12 million and 15 million illegal aliens residing in the U.S.

A new study by the Heritage Foundation's Robert Rector found a household headed by an individual without a high school education, including about two-thirds of illegal aliens, costs U.S. taxpayers more than $32,000 in federal, state and local benefits. That same family contributes an average of $9,000 a year in taxes, resulting in a net tax burden of $22,449 each year.

Over the course of the household's lifetime that tax burden translates to $1.1 million.

If the lower figure of 12 million illegal aliens is used for estimation purposes, the total tax burden translates to $2.2 trillion.

"Would any of us buy shares in a company that we knew would produce a loss of a million dollars a share," asks Rep. Steve King, R-Iowa, in response to the study. "Cheap labor is not cheap at the cost of over a million dollars per head of household."

Rector's study, "The Fiscal Cost of Low-Skill Households to the U.S. Taxpayer," examines the economics of the 17.7 million American households made up of people without a high-school degree. Using numbers from the Census Bureau, the Congressional Research Service, the Bureau of Labor Standards and other government agencies, Rector determined what they earn, what they spend and what they receive in government services.

About half of the 17.7 million households studied are illegal aliens. About two-thirds of illegal alien households are headed by someone without a high school degree. Only 10 percent of native-born Americans fit into that category.

"Over the next ten years the total cost of low-skill households to the taxpayer (immediate benefits minus taxes paid) is likely to be at least $3.9 trillion," Rector writes. "This number would go up significantly if changes in immigration policy lead to substantial increases in the number of low-skill immigrants entering the country and receiving services."

Attention Illegal Aliens: Should You Be Caught, Only 2% of You Will Be Prosecuted

How's About Them Odds?

Ninety-eight percent of the illegal immigrants arrested between October 1, 2000 and September 30, 2005 were never prosecuted for entering the Untied States. Instead, nearly 5.3 million of 'em were given a free trip back to Mexico and given a second chance to not get caught.

These troublesome facts come courtesy of an Associated Press analysis of federal data, 2005 being the most recent data available.

In 2005, of the 1.17 million people who were inconvenienced by an arrest, only 30,848 were prosecuted.

The likelihood of an illegal immigrant being prosecuted is "to me, practically zero," said Kathleen Walker, president-elect of the American Immigration Lawyers Association.

But is prosecution even worth the time and effort?

While we all want a reasonable solution to this ever growing problem, the truth is that our judiciary system can't possible handle it in any capacity. Between prison space, the courts and the costs, it's just not practical.

About 1 million immigrants are inconvenienced each year before being let go.

The Justice Department has a lot to deal with, and with limited resources, has decided to focus more on the smugglers and those illegals with criminal records.

T.J. Bonner, the union chief for Border Patrol agents, said the most effective solution would be to dry up job opportunities in the U.S. by cracking down on employers who hire illegal immigrants.

Bonner has suggested the creation of an "idiot-proof" system that would account for the legal status of workers and prosecute those employers who outsource.

"It's much like our tax laws: People don't pay their taxes out of an overriding sense of citizenship; it's a healthy dose of fear," Bonner said. "For every person we catch, two or three get by us."

So how does the current law actually work?

Well, under federal law, if you come to the United States illegally, the crime is considered a misdemeanor, much like petty theft, public intoxication and vandalism. For first-time offenders, the punishment could be a fine or up to six months in prison.

Politicians Must Take a Stand Against Illegal Aliens

Rafael Ramirez Perez, an illegal alien hit and killed Amy Kortlang, in a drunk driving accident. The accident happened in Virginia. Bill O'Riley made the point on his show on Fox News (the O' Riley Factor) that if Ramirez should have been deported back to his country. The man had been convicted of 3 DUIs but was still allowed to live in America. If he had of been deported, he could not have killed Amy Kortland.

But Geraldo Rivera, who has his own show of Fox, countered by saying there have been many drunk driving accidents in Virginia, this one is no worse. He said it made no difference that the drunk driver was an illegal alien. He said the accident was not worse than if the drunk driver was a Jew or anybody else. That is a weak counter, because this explanation fails to look at the whole picture. That accident is worse than other drunk driving fatalities because it could have been prevented. Perez should not have been in America period. But our government did nothing to stand up for our immigration laws and instead allowed Perez to stay in America which resulted in the slaughtering of an innocent bystanders.

How many innocent people are going to hurt by illegal aliens before the politicians worry more about their citizens than getting votes by illegals? Apparently there are going to have to be a great deal of innocent people becoming the victims of violent, careless illegal aliens. There are millions of illegal aliens in this country and you only here about about a handful of illegal aliens are being caught and deported from time to time.

And Bank of America is only making life easier for illegal aliens to live and thrive in America. You do not need to proivde a social security number to receive a credit card. They do accept a Mexican ID called a Matricula Consular card which does not prove they are legal, American citizens.

If America wants to get tough on illegal immigration, than politicians must let go of their lust for power and stand up for the laws of this of this country. And Bank of America must stand up for Americas laws rather than looking for more customers to their bank. The loss of lives is not worth the money and power to be gained from illegal immigrants who live in this country.

"Family Values": Illegal Aliens and Their Sex Crimes

On April 29, 2005, an illegal alien from Guatemala, Ronald Douglas Herrera Castellanos, was power washing a deck at the Nagle home in New City, New York. In her bedroom, Mary Nagle, 42, a wife and mother of two children, readied herself for a tennis match. Later, a prosecutor said, what police found in the bedroom was reminiscent of the Manson murders, “a scene out of a horror movie.” Herrera slashed Nagle with a green-handled box cutter, cutting off a piece of her earlobe, and nearly amputated a finger as she tried to defend herself. Hanks of hair lay about the blood-spattered scene. Herrera raped Nagle for 30 minutes, beat her “almost beyond recognition,” one newspaper reported, and mutilated her genitals. Then, he changed into her husband’s clothes and, using her cell phone, called 51 of her friends and relatives to threaten them or describe the deeds in pornographic detail.

Mary Nagle was just one victim of illegal-alien criminals that year. Two others were children. In December, in Fontana, California, an illegal alien kidnapped, raped, and sodomized a four-year-old girl, then tossed her over a six-foot wall. The Press-Enterprise of Riverside reported that, in addition to suffering three facial fractures, “the child required surgery to repair damage caused by the rape and sodomy.” In Gainsville, Florida, in June that year, an illegal alien, whose nom de crime is “Revolver,” raped and strangled four-year-old Esmerelda Nava.

Illegal aliens are also partial to gang rape, as an 18-year-old woman in Immokalee, Florida, found out in October 2005. Fourteen illegal aliens dragged her from her home into a residence across the street. They choked her until she passed out, then awakened her by pouring alcohol into her mouth. After the feral gang raped her, they pushed her out the door. They arrogantly stayed at the scene until police arrived to arrest them.

In 2002, a gang of illegals raped and sexually tortured a woman for three hours near Shea Stadium in New York before police interrupted the attack. They ravaged her like a “pack of wild wolves,” she wrote in a letter to New York Supreme Court Justice Randall Eng.

And in Klamath Falls, Oregon, in August 2002, an illegal immigrant, Maximiliano C. Esparza, attacked two nuns as they were walking along a bike path, praying the rosary. Head-butting one of them, he used their rosaries to choke them while he raped them. When he was finished killing Sr. Helen Chaska, the sacramental was embedded in her neck. Liquored up at a strip bar before the crime, Esparza, like many illegals, had a record of violent crime and had been deported. Just months before Esparza raped and murdered Sister Helen, the Border Control had detained and released him.

In town after town, city after city, state after state, these are the sorts of crimes that illegal aliens commit on a regular basis, along with drunk driving, hit-and-run homicide, robbery, and murder. Yet, even as local newspapers and television stations file near-daily reports, the national news media ignore the trend.

Deborah Schurman-Kauflin of the Violent Crimes Institute conducted a year-long study of 1,500 illegals who committed sex crimes between 1999 and 2006. Assuming an illegal population of 12 million, and using immigration and prison records, she calculated that two percent of apprehended illegal aliens are sex criminals, meaning some 240,000 illegal-alien sex criminals are now in the United States. And “this translates to 93 sex offenders and 12 serial sexual offenders coming across U.S. borders illegally per day.” The 1,500 criminals attacked 5,999 people, about four victims each. If 240,000 illegal-alien sex criminals are here, with four victims each, Kauflin calculates 960,000 victims over the seven years studied. In short, thanks to our government’s failure to enforce immigration laws, illegal-alien sex fiends likely victimized one million people between 1999 and 2006.

Thirty-five percent of the criminals were child molesters, 24 percent were rapists, and 41 percent were sex and serial murderers. Eighty-one percent were on booze or dope when they committed their crimes. And, in 22 percent of the sex crimes, illegal aliens attacked the physically and mentally disabled.

More maddening is that almost all these crimes were preventable, had the federal government done its constitutional duty. Sixty-three percent of the illegal-alien sex fiends Kauflin studied were deported for another offense, and “there was an average of 3 years of committing crimes such as DUI, assaults, or drug related offenses prior to being apprehended for a sexual offense.” In short, elected federal officials, including Chief Executive George W. Bush, are responsible for this crime wave.

If those numbers aren’t disturbing enough, consider this: Since its “Operation Predator” began in 2003, the federal Immigration and Customs Enforcement bureau has arrested more than 9,300 child molesters nationwide. In March 2005, for instance, ICE collared 21 illegal-alien sex criminals in White Plains, New York. One was an illegal-alien Mexican who raped a 14-year-old girl. Another Mexican stalked a 13-year-old, and a Guatemalan illegal attempted to rape a 7-year-old. About 85 percent of the nationwide total, ICE reported, were “foreign national sex offenders whose crimes make them removable from the United States. To date, more than 5,000 of these predators have been deported.” This is hardly a victory in the war against sex crimes. If Kauflin’s data are correct, the government has at least 235,000 to go, most of them Mexicans.

Among the deportees was Domingo Penaloza-Cabrera, a Mexican who jumped the border in 1999. In 2001, this caballero offered to drive a woman home from a Minneapolis night club. Instead, he took her to a party she did not want to attend, then drove her to the Mississippi River and raped her. “Penaloza-Cabrera then grabbed a metal pipe,” ICE reported, dragged the woman from his vehicle to the river and repeatedly struck her in the head with the pipe, yelling, “I want to kill you. You are going to die.” Penaloza-Cabrera then held the woman’s head under water four times. The fourth time, the woman went limp, feigning death. Penaloza-Cabrera left her in the river and fled . . .

Amazingly, the victim survived, but this tale again suggests the magnitude of the near-crisis with which state and local authorities, not to mention American citizens, are contending. “Between Oct. 1, 2005 and March 31, 2006,” the agency said in its release on Penaloza-Cabrera, “ICE deported 1,423 illegal aliens from the five-state area” of Minnesota, the Dakotas, Nebraska, and Iowa.

Of that number, 627 had criminal convictions in addition to being immigration law violators. During fiscal year 2005, ICE deported 3,060 illegal aliens from the same geographic area, 1,368 of them with criminal convictions.

And, compounding the insult to U.S. citizens, many illegal aliens are registered sex offenders, meaning the authorities have released them, instead of deporting them, when they finished their prison time.

The obvious question is why so many illegal aliens, Mexicans in particular, are disposed to commit sex crimes. The problem isn’t just miscreant Mexicans; it is Mexico’s twisted, macho-misogynist culture of drinking and rape.

Recall Kauflin’s report that more than 80 percent of the sex offenders were drunk or high. Then, add federal data and several investigative reports that show that the number of DUI arrests among Hispanics is disproportionate to their numbers in the population—a fact that Mothers Against Drunk Driving, police, and Hispanic observers themselves attribute, not surprisingly, to Mexican and Latino cultural attitudes. Many Hispanic men are problem drinkers.

Mary Jordan, a reporter for the Washington Post, covered the topic of rape and Old Mexico in a Pulitzer Prize-winning story published in 2002, “In Mexico, an Unpunished Crime: Rape Victims Face Widespread Cultural Bias in Pursuit of Justice.” Mexico abides a quaint little cultural practice called rapto—kidnapping a woman or girl to rape her. In Mexico, Jordan reported, stealing a cow is more serious than raping a woman. Even Mexican police gang-rape women and get away with it; a 16-year-old girl committed suicide after one such case. “In 90 percent of the cases of rape,” the girl’s mother said, “the Mexican police blame the women. In the few cases where they know the man is guilty, they let him ‘fix’ it with money.”

“A review of criminal laws in all 31 Mexican states,” Jordan reported,

showed that many states require that if a 12-year-old girl wants to accuse an adult man of statutory rape, she must first prove she is “chaste and pure.” Nineteen of the states require that statutory rape charges be dropped if the rapist agrees to marry his victim.

In short, raping a 12-year-old south of the border is just fine, as long as you “love” her, because “laws in most Mexican states define rapto as a case where a man kidnaps a woman not for ransom, but with the intent of marrying her or to satisfy his ‘erotic sexual desire.’” When Jordan asked some small-town “elders” in the Mexican state of Guerrero about rapto, they feigned ignorance, then laughed when she explained it to them. “A rapist would probably get a few hours in the local jail, or he might have to pay the victim’s family a $10 or $20 fine,” they told Jordan. But “all would be forgotten if he and the victim got married.” One Mexican legislator called it “romantic.”

Many of his brothers who have crossed the border share this opinion. And too few in the open-borders lobby, not least their Gran Patrón at La Casa Blanca, are willing to admit it. That would amount to “racial profiling,” you see. We used to call it good police work (and, technically, it’s cultural profiling), but, whatever you call it, importing millions of illegal aliens means importing their cultural practices, habits, and attitudes, which, for women and children across the United States, has meant not only the savage embrace of an illegal alien, or a gang of them, but the searing pain of a metal pipe or the murderous slash of a box-cutter.

Yet these are the people and culture our President wants to import because of their “family values.” One wonders what Mary Nagle would think of Herrera’s “family values.”

Too bad we can’t ask her.

Roadkillers: unlicensed, drunk-driving illegal aliens are killing Americans and each other, by the carload

The Ceran family of Salt Lake City, Utah, was returning home on Christmas Eve after attending a performance of A Christmas Carol. They didn't know who awaited them on the road: Carlos Rodolfo Prieto, an unlicensed, drunk-driving illegal alien from Mexico. The 24-year-old Prieto, prosecutors allege, ran a red light and smashed into the six Cerans, killing Cheryl Ceran, 47, and two of her children, 15-year-old Ian and 7-year-old Julianna. Gary Ceran, 45, and two other children survived the crash.

So did Prieto. He failed a roadside sobriety test and confessed to drinking five beers before the rubber hit the road. Police had collared Prieto twice before for DUI. He was not deported.

In October, an illegal alien admitted drinking a 12-pack of beer before he killed someone in Tennessee. And in two weeks alone over late October and early November, World Net Daily has reported, drunk-driving illegals killed five people in North Carolina.

Highway homicide is a deadly and largely unknown aspect of illegal immigration, and startling data and horror stories from newspapers across the country show that the states with the highest numbers of illegals are, most likely, the most dangerous places to drive.

The Data

One such eye-opener appeared as "The hit-kill-and-run state" stories, published in 2005 in the Arizona Daily Star. "The seven states with the highest rates of fatal hit-and-run crashes," the paper reported, "are also the seven states that have the most illegal immigrants, according to two think tanks." With 500,000 illegal aliens, or 9 percent of its population, the paper reported, Arizona ranked fifth in that measure behind California, Texas, Florida, and New York. About 5.6 percent of Arizona's fatal crashes between 1994 and 2004, the newspaper reported, were hit-and-run.

In California, the state with the most illegal immigrants, more than 7 percent of the fatal wrecks were hit-and-run, the Daily Star reported, the highest in the nation. With one million unlicensed drivers., California also boasted the highest number of hit-and-runs of all the states, according to a 2003 San Francisco Chronicle article.

More recent data on California, gleaned from the federal Fatality Analysis Reporting System, show that California's figure for fatal hit-and-runs in 2005 reached 9 percent, or 347 of 3,846 fatal crashes. Arizona's number stayed the same as its average from 1994 to 2004. The figure for Texas came in at 5 percent, an increase from 4.5 percent. Florida's figure increased from 4.9 percent to 5.6 percent.

By contrast, the states with the lowest percentage of fatal hit-and-run crashes also had the lowest number of illegals. In Vermont, with 4,000 illegals in 2005, the Federation for American Immigration Reform reports, one of 68 fatal crashes was a hit-and-run. Wyoming, also with 4,000 illegals, posted just one hit-and-run fatality among 147 total, or 0.6 percent. Maine too had just 4,000 illegals. Just one of its 151 fatal crashes was a hit-and-run.

"A lot of it," a traffic expert told the paper, "is the Mexican border." Indeed it is. And not just for hit-and-run killers.

More proof that illegal immigrants are lethal drivers is found in the evidence tying unlicensed drivers, who are disproportionately illegal aliens, to traffic fatalities. The American Automobile Association (AAA) published the second of two reports in 2003 documenting that unlicensed drivers are more lethal than licensed drivers. That report, entitled Unlicensed to Kill, The Sequel, used numbers gathered between 1993 to 1999. Unsurprisingly, correlating the AAA data with other figures detailing the number of illegal aliens in a state demonstrates that states with the highest numbers of fatal crashes involving unlicensed drivers correspond to the states with the highest numbers of illegal aliens. In California, with the highest population of illegals, at least 20.9 percent of the drivers in fatal crashes were unlicensed. Arizona's and New Mexico's figures were even higher: 21.1 and 23.1. Maine's figure was just 6.1 percent, Wyoming's, 11.2 and Vermont's 13.7.

Law enforcement authorities confirm that unlicensed drivers are disproportionately illegal aliens. According to World Net Daily, a district attorney in New York has reported that at one point, 66 percent of those charged with misdemeanor unlicensed driving were illegals. "Unfortunately," a highway patrolman in California told WND, "the undocumented drivers here [drive unlicensed] more than the natives." In short, illegal aliens drive without licenses and cause fatalities in numbers exceeding their proportion of the population.

Assuming these data aren't a wild fluke, the obvious question is why illegal aliens, mostly Mexicans, are so often unlicensed, and why they so often leave the scene of an accident. The answers are hardly a mystery. They are unlicensed because they are illegal, although being illegal does not mean they will be unlicensed, as THE NEW AMERICAN showed in its story about Wisconsin's generous policy on licensing ("Illegal Immigrants in a State of Disarray," Feb. 19).

With respect to hit-and-runs, illegals have nothing to gain and everything to lose by hanging around to face the law's mariachi band. If caught, they face deportation, although deportation, as the Cerans and others have learned, is hardly a fait accompli.

"A Cultural Thing"

Yet another pathology among illegal aliens is drunk driving, which explains, in large measure, why illegal aliens are such lethal drivers. Illegal aliens in particular and unassimilated Hispanics in general are often indifferent to drunk-driving laws, thanks to Latin American cultural attitudes, which are more liberal than ours. The repercussions of those attitudes surface in data proving that Hispanics are arrested for drunk driving in numbers exceeding their percentage of the population.

The data and strong anecdotal evidence show that large numbers of Hispanics, particularly Mexicans, are not assimilating American society's norms on drinking and driving, but instead retaining and even celebrating cultural norms and attitudes they carry across the border.

More than one publication has flatly proven, and stated, that culture is the problem when it comes to Hispanics and high arrest rates for drunk driving. In May, the Record of Stockton, California, in "DUI's Culture Gap," reported that between 2000-2004, 54 percent of all arrests for drunk driving in Stockton were Hispanic men, although they make up only 35.3 percent of the population. The paper further parsed the data, but you get the idea. Hispanics, the paper reported, accounted for more DUI arrests than any other racial group. The Record's data are nothing new. Overall in California, Mothers Against Drunk Driving reported in 2001, Hispanics accounted for 44.1 percent of DUI arrests but composed just 31.3 percent of the population. California's data comport with those of other states, the Record reported, including North Carolina and Texas.

Because Hispanics are arrested for drunk driving in numbers exceeding their proportion of the population, it's hardly a long jump to conclude that many are illegal aliens, but again, illegality does not explain these statistics. Driven magazine, published by Mothers Against Drunk Driving, disclosed an unspoken truth in a 2001 article entitled "Cultural Impact": Mexican culture encourages heavy drinking.

The Mexican mother of a four-year-old mangled by a drunk driver explained the problem. "In Mexico," she said, "the culture is very much a drinking culture." Reported the same article, "Hispanic drivers are more likely than Anglo drivers to consume more alcohol more frequently and have been shown to be more likely than Anglos to drive with a blood alcohol concentration (BAC) level over .05 percent. Hispanics also believed that it takes six to eight drinks to affect driving, while Anglos thought two to four drinks affected driving."

In 2003, the Austin-American Statesman published an article titled "Hispanics and DUI: A Troubling Trend," revealing similar statistics to those published in the Stockton Record. "One thing I have noticed," a cop told the paper, "is that the Hispanics I arrest for DWI, 90 percent of the time, are more drunk than the white and black people I arrest." The paper also quoted a professor at the University of Texas who studied Hispanics and drinking. "The profile of a drunk driver in California," Raul Caetano told the paper, "is a young Hispanic male, and I bet you have a similar situation all over the Southwest." And "the traditional pattern of drinking in Mexico is one of infrequent drinking of high amounts."

The Record of Stockton affirmed that truth. "The Latino community creates its own problems," Joe Ynostroza, an expert on Hispanics and alcoholism, told the paper. "The problem is especially acute in Mexico," the paper averred. "Most of this is first- or second-generation Mexican males," Ynostroza said. "Alcoholism runs rampant in the Mexican Latino community."

In the words of one Hispanic cop: "It's a cultural thing."

Microcosm: Virginia's Eastern Shore

"Harvest of Death," published in Norfolk's Virginian Pilot in October 2005, put a journalistic microscope on Virginia's Eastern Shore. Hispanic "migrants," meaning the illegal aliens who pick tomatoes there, are driving a wave of unprecedented road crime and exemplify all the aforementioned problems.

Hispanics "driving rogue vehicles," the Pilot reported, injured 90 persons and killed 18 between 2002 and the time of the newspaper's report. Why the paper used "rogue" to describe the vehicles, instead of the drivers, we can only guess, but "the fatalities represent about one-fourth of the 71 highway deaths on the Eastern Shore in that period." Yet Hispanics are just 5 percent of the population of 51,000. Unsurprisingly, when the number of illegals grows during picking season, so does the number of fatalities.

No wonder the 77 miles of the Eastern Shore's U.S. 13, from the Chesapeake Bay Bridge-Tunnel to Maryland, the Pilot reported, is "one of the most treacherous highways in Virginia," with a fatality rate in 2003 "more than four times the rates on Interstates 64, 81 and 95 in Virginia."

In only three of the 18 fatal wrecks, the paper reported, did the Hispanic driver have insurance. Other common features in these wrecks? No inspection stickers, no driver's license, and plenty of booze.

Reviewing 179 crash reports from state police involving Hispanic drivers between 2002 and 2004, the paper discovered that 75 percent were uninsured, "more than four times the national rate for uninsured motorists." As well, "nearly all" the Hispanic drivers used cars "registered to other drivers" and 93 percent of the vehicles carried "out-of-state tags--most of them from Tennessee." The paper did not report it, but most of these Hispanics were likely illegal aliens. One cop complained that officials often don't know which embassy to contact after a fatality.

When Will It End?

And when you mention this vehicular rap sheet, the open-borders crowd will complain that illegals "do the jobs Americans won't do." Well, they also do other things most Americans won't do. They drive without licenses or insurance. They hit and run. They drive drunk.

Part of the problem--hit-and-run fatalities and unlicensed, uninsured drivers--is their illegal status. The other part--drunk-driving--is cultural. But another different problem is their causing a backlash against legal immigrants who assimilate, obey the law and become good citizens. They, too, must be aghast.

Whatever the problem, most American policymakers are clearly unconcerned. But maybe when the son or daughter of a congressman or president is tragically killed, they will, at long last, stop illegal immigration. As the Cerans of this country know, Americans face enough homegrown highway hooligans without importing more.
