Illegal alien arrested in domestic dispute

An illegal immigrant from Mexico with ties to a violent street gang who had been deported more than two years ago was arrested by officers from Immigration and Customs Enforcement at a Mesa residence on Friday, the agency announced Friday.

Alan Dario Beltran-Sierra, 25, who was a known associate of the Los Compitas Mesa gang was encountered by police during a domestic violence dispute, and officers discovered him to be an illegal immigrant after submitting an immigration query to ICE databases, according to an ICE news release. Beltran-Sierra could face up to 20 years in federal prison for re-entering the United States illegally if convicted.

Beltran-Sierra served more than seven years in a state prison on convictions for aggravated assault with a deadly weapon and intimidation-related offenses, and was deported from the United States in December 2006, authorities said.

Illegal Alien Gangs Commit Most U.S. Crime

Criminal street gangs—mostly comprised of illegal immigrants—are responsible for the majority of violent crimes in the United States and are the primary distributors of most illicit drugs.

The alarming, but not surprising, information is revealed in a new report published by the Justice Department’s National Gang Intelligence Center (NGIC), an FBI task force created in 2005 to curb the growing threat of violent gangs in the U.S. The NGIC teams up with state and local law enforcement agencies throughout the nation to enforce, study and intercept gangs and has published several reports documenting their activities.

The agency’s latest publication has not been made public but a national newspaper revealed some of its findings this week. It says that up to 80% of crime in the U.S. is committed by gangs and that gang membership in this country has grown to 1 million, an increase of 200,000 in the last few years.

Additionally, gangs are the "primary retail-level distributors of most illicit drugs" in the U.S. and several are sophisticated enough to compete with major Mexican drug-trafficking cartels. Most of the country’s state and local enforcement agencies have reported gang activity in their jurisdiction and the problem will only get worse, according to the FBI.

In fact, a high-ranking FBI director said gangs have followed the migration paths of illegal alien laborers to avoid big-city police departments that have cracked down on their activities. An example is the notoriously violent Salvadoran gang known as Mara Salvatrucha or MS-13, which has spread throughout the U.S.—to at least 42 states—and continues expanding.

In 2008 alone MS-13 members, all illegal immigrants with previous criminal records, committed atrocious crimes that received ample media coverage. In San Francisco an MS-13 gang banger murdered a father and son with an assault weapon because their car blocked his from making a turn. In Los Angeles an MS-13 member just released from prison murdered a high school football star as the teen jock walked home from the mall. In Maryland a 14-year-old honors high school student was shot to death on a crowded public bus by a Salvadoran illegal alien who proudly revealed he belonged to the MS-13.

Illegal alien backs up into Mesa cop car

A Mesa police officer’s patrol car was damaged this morning after police said an illegal immigrant from Mexico with a suspended driving license put his 1979 Ford pickup in reverse and hit the cruiser during a traffic stop.

Isias Medina, 25, was arrested on suspicion of aggravated DUI moments after he was pulled over in his vehicle at about 3 a.m. for several alleged traffic violations in the 1800 block of North Recker Road, police said.

During the traffic stop, Medina presented the police with a Mexican voter’s registration card, and it was discovered he had his U.S. driving privileges suspended, according to Sgt. Ed Wessing, a spokesman for the Mesa Police Department. The man admitted to police that he was not a U.S. citizen, police said.

The patrol cruiser suffered minor front-end damage.

Illegal alien caught stealing large amount of cattle feed

The Cherokee County Sheriff’s Department was dispatched Saturday to a dairy farm in response to a burglary.

“It wasn’t until deputies had the opportunity to look inside the suspect’s vehicle at the scene that a number of other charges were added.

Maximino Rivera, an illegal immigrant, was taken into custody and charged with possession of a controlled substance, burglary of a building, unlawful possession of a weapon and release of surety for two prior offenses (fraudulent possession of identifying information and theft of livestock).

“A Dyess Dairy employee was in the area and found Rivera unlawfully taking bags of feed from one of the dairy’s barns and placing them into his vehicle. He was confronted and held at the scene until deputies arrived,” said Chief Investigator Chris White. “When the deputies got to the scene and saw all the bags in Rivera’s truck, they also discovered an unlicensed weapon and a controlled substance.”

The weapon was a .45-caliber handgun. The controlled substance was a personal amount of methamphetamine.

By the time he was caught, Rivera had already loaded between 60 and 80 bags of feed into his vehicle. White said he believes Rivera is a former employee of Dyess Dairy.

“On Oct. 30 of last year he was also arrested for theft of livestock and possession of fraudulent identification.

“He and another individual were caught stealing cattle from a location near Gallatin,” White said.

Bonds were set at $3,500 for the drug charge, $1,500 for the gun charge, $4,000 for the burglary charge, $15,000 for the release of surety on his previous fraudulent identifying information charge and $10,000 for the release of surety on his existing theft of livestock charge.

An immigration hold has been placed on Rivera until he can be picked up by Immigration and Customs Enforcement.

Illegal aliens cost North Carolina taxpayers over a billion a year

CHARLOTTE, NC (WBTV) - According to the results of a new study, illegal immigration is costing North Carolina taxpayers over a billion dollars a year.

The study was conducted by the Federation for American Immigration Reform (FAIR).

It found that illegal immigration has a net cost of $1.1 billion a year which translates to $321 a year paid by every non-illegal immigrant household.

The study evaluated the following factors:

•The cost paid by the state for health care for uninsured illegal immigrants ($209 million/year).

•The cost of keeping illegal immigrants in prison ($49 million/year).

•The cost of educating children who are either illegal themselves or have illegal parents ($975 million/year).

Currently, the state of North Carolina has a budget shortfall of over $2 billion. The author of the study, Jack Martin, says cracking down on illegal immigration would take a big bite out of the state's budget shortfall.

"The budget would be closer to being in balance if it were not for this very large problem," Martin said.

The Latin American Coalition which is located in Charlotte questions the findings of FAIR's study.

"This study is flawed," said Advocacy Coordinator Ruben Campillo. "I think there are many other benefits that immigrants bring to the economy that are not being accounted for."

"If you were to remove the undocumented population from the state, it would not significantly impact our budget overall."

Campillo takes issue with the study in part because some U.S. citizens are counted as contributing to the costs of illegal immigration.

The U.S.-born children of illegal immigrants are by law citizens of the United States, but were included in the study anyway.

Campillo doesn't think they should have been, but Martin says since the parents were illegally in the country, he considers what the state pays for their children to be fair game in the study.

Martin says the federal government requires each state to pay many immigration-related costs so there's really only one way to get those costs down.

"The only way that the state can effectively work to reduce this cost to the taxpayer is to work to reduce the size of the illegal immigrant population," Martin said.

He says the 287g program used in many North Carolina counties is a start. It gives local authorities federal immigration powers.

But Martin says the state needs to do a better job of cracking down on those who employ illegals. He says if illegal immigrants couldn't find anyone to hire them they'd quickly leave the state.

But Campillo favors a different approach.

"I think that what's important here is not the numbers that we're looking at, but the need to address this issue at the federal level," he said. "I think we can both agree--regardless of where you stand on the issue of immigration--it needs to be addressed."

Illegal alien pleads guilty to ID theft

An illegal immigrant from Mexico who was living in Mesa, is facing at least two and a half years in prison for identity theft-related offenses after he bought a $33,000 truck and racked up nearly $800,000 in loans by using another person’s Social Security number, the Maricopa County Attorney’s Office announced today.

Adan Guerrero, 37, pleaded guilty to one count each of identity theft and fraudulent schemes and artifices in Maricopa County Superior Court on Thursday.

Guerrero had used a false Social Security number to purchase the truck and took out $787,000 in loans by using someone else’s Social Security number, according to information from the Maricopa County Attorney’s Office. He also had used the Social Security number to purchase two cars on credit since 2001, the county attorney’s office said.

In addition, he had used the Social Security number to gain employment, the county attorney’s office said.

When Guerrero went to a local credit union to get a loan for the truck in June, a worker there realized that another customer had the same number, and called police.

At the time of his arrest in June, Guerrero told police they should be arresting real criminals and not a good family man, according to the county attorney’s office.

He will be sentenced on Feb. 11.

Illegal Aliens Living in Public Housing

Untold thousands of illegal immigrants live in public housing at a time when hundreds of thousands of citizens and legal residents are stuck waiting years for a spot.

Illegal immigrants make up a tiny portion of the 7.1 million people in federal housing, according to government statistics. But authorities may be unaware of thousands more, and critics say no illegal immigrant should get housing benefits.

The issue made headlines in November with news that Zeituni Onyango, an aunt of President-elect Barack Obama, was living in Boston public housing while in the country illegally.

The federal government, which funds the lion's share of the nation's public housing, requires only that illegal immigrants share a home with at least one family member who is in the country legally and pay their share of the rent.

While there are no hard numbers on illegal immigrants in public housing, the U.S. Department of Housing and Urban Development reports that 29,570 people — 0.4 percent of all those in federally funded housing — are "ineligible noncitizens." Some may be on temporary visas, such as highly educated workers or college students, but many are believed to be illegal immigrants.

Frank Bean, director of the University of California, Irvine's Center for Research on Immigration, Population and Public Policy, estimates at least half of ineligible noncitizens — or about 15,000 — are illegal immigrants with U.S.-born children. Anyone born on U.S. soil is automatically a citizen, making their families eligible for federal housing.

The HUD tally does not offer a full picture of how many illegal immigrants are in public housing.

It doesn't include housing funded by state and local governments, where eligibility requirements vary. Massachusetts, where Obama's aunt occupied one of about 50,000 state-funded units, doesn't ask immigration status under a 1977 federal consent decree in a class-action lawsuit that prohibits the state from denying the benefit to illegal immigrants.

Other illegal immigrants may live in public housing without notifying authorities.

"It seems that the larger concern would be those who we don't know about that may be in the U.S. illegally and living in federal housing, yet never risk presenting themselves to HUD," said Jonathan Graffeo, a spokesman for Sen. Richard Shelby, R-Ala.

Some prospective tenants and advocates of immigration restrictions are angry about U.S. citizens waiting for housing aid that some number of illegal immigrants are enjoying.

New York City has about 260,000 people in line for housing aid. Chicago recently opened its waiting list for the first time in about 10 years and collected 259,000 names in four weeks for 40,000 slots.

"As long as that waiting list includes American citizens or legal immigrants, there's no reason an illegal alien should occupy any of that housing," said Rosemary Jenks, director of government relations for NumbersUSA, a group that supports curbs on immigration.

In San Diego, applicants are told they can expect to wait five to seven years.

"I don't think we should take a second seat to anyone," said Daryl Ford, who applied for housing aid last year and lives in a San Diego homeless shelter. "We send money to everyone else in the world but we're struggling here."

Some say the costs of illegal immigration in public housing are overstated.

Tanya Broder, an attorney with the National Immigration Law Center, said illegal immigrants are reluctant to seek government benefits because they keep low profiles. Even some legal immigrants shun public housing, fearing reprisals against them or their families, she said.

Illegal immigrants get free public education through high school and emergency medical care, but are denied many other services, like food stamps and broad Medicaid coverage.

Elliotte Skinner, 48, applied for public housing in San Diego in 2000 and lives in a cramped studio with a shared shower. He says focusing on illegal immigrants misses the point.

"There's too much blame on illegals for the country's problems," he said. "Their numbers are so small (in federally funded housing) they don't even make a difference. The real problem is we don't have enough affordable housing."

Elena Salmon, 45, lives at a San Diego home where about 30 women share four bathrooms while she waits for public housing, but she said it would be inhumane to deny housing to illegal immigrants.

"That's not what America is about," she said. "Why should we kick them out, even if they are taking up some space?"

HUD declined to break down the number of ineligible noncitizens by city or state.

The New York City Housing Authority reports 2,471 families with at least one ineligible noncitizen, or 0.9 percent of the 289,000 households on vouchers or in housing developments.

The San Diego Housing Commission reports 658 of the 37,120 people on federal housing vouchers are ineligible noncitizens, or 1.8 percent. The San Francisco Housing Authority has 148 ineligible noncitizens among its 28,611 people in federal housing, or 0.5 percent.

Housing agencies in Miami-Dade County and Chicago each reported serving less than 50 ineligible noncitizens. The Boston Housing Authority reports 288 of its 45,100 families on federal housing assistance are ineligible noncitizens, or 0.6 percent.

Onyango, the half-sister of Obama's late father, applied for public housing in 2002 while she was in the country legally seeking asylum from her native Kenya, said Lydia Agro, spokeswoman for the Boston Housing Authority, which has a waiting list of nearly 20,000 people.

Onyango moved into federally funded housing in 2003 and stayed there after 2004, when, The Associated Press learned, an immigration judge denied her asylum application and ordered her to leave the country.

Onyango transferred to an apartment funded only by the state, which cannot ask about immigration status under the court order. In November, her attorney said she was staying with relatives in Cleveland and would fight her deportation order.
