In an unusual move, a group of illegal immigrants arrested in a work-site raid at a Bellingham engine plant last month has been released from detention, without bond, and given permission to work legally, while a post-raid investigation continues.
Agents with U.S. Immigration and Customs Enforcement had arrested 28 workers during a Feb. 24 raid at Yamato Engine Specialists. ICE investigators said many of the workers from Mexico and Central America had used false documents to obtain employment at the plant.
Saying she had not been made aware of the raid, Secretary of Homeland Security Janet Napolitano immediately ordered a probe into the actions of the Seattle-based ICE team that conducted the raid. Napolitano and the Obama administration have said they want to shift the focus of these raids from the illegal workers themselves to the employers who knowingly hire them.
Immediately following the arrest of the workers, three women with children were released on humanitarian grounds and a fourth worker with a medical condition was also allowed to leave.
Last week, all the remaining workers not deported were allowed to leave the Northwest Detention Center in Tacoma without bond — a move immigration attorneys call highly unusual.
Illegal immigrants arrested in raids or other ICE actions are often detained for months until they can get a hearing before a judge. Sometimes they waive their rights to a hearing and agree to return home.

Illegal Aliens Become Repeat Criminals – The Washington Times
Criminal aliens set free on the streets of America — instead of being deported after serving their time — are being rearrested as many as six more times by U.S. authorities, according to a government audit released yesterday.
But the Justice Department’s Office of Inspector General said it did not know how many of 262,105 illegals in the audit, who had been charged with a crime and then released, had been rearrested.
Inspector General Glenn A. Fine said that the volume of available files “was too great to search manually and quantify the results” and that investigators instead selected a sample of 100 illegal aliens arrested in 2004 and reviewed their criminal histories for evidence of rearrests.
Mr. Fine noted that although the limited audit did not find any instances of “outright failure” to cooperate with Homeland Security in the removal of criminal aliens from the United States, a review of the 100 criminal histories “produced results that, if indicative of the full population of criminal aliens identified, suggest that the rate at which released criminal aliens are re-arrested is extremely high.”
The 91-page audit, which was requested by Congress, said the limited sampling found that of the 100 selected aliens, 73 had an average of six arrests each after being released from custody. They were arrested, collectively, 429 times on 878 charges, ranging from traffic violations and trespassing to drug crimes, burglary, robbery, assault and weapons violations.
The audit found that local jurisdictions “prioritize enforcement of state and local laws, while sometimes permitting or encouraging law-enforcement officers” to work with Immigration and Customs Enforcement (ICE).
Last year, Congress required an annual audit as part of the Justice Department’s State Criminal Alien Assistance Program (SCAAP), which provides federal funding to states and localities for the costs of incarcerating criminal aliens on state or local charges. The program is administered by the Justice Department in conjunction with ICE, which is part of Homeland Security.
During fiscal 2005, Justice distributed $287.1 million in SCAAP payments to 752 state, county and local jurisdictions — nearly 70 percent of which went to 10 jurisdictions: the states of California, New York, Texas, Florida, Arizona, Illinois and Massachusetts; New York City; and two California counties, Los Angeles and Orange.
The report also said investigators identified an official “sanctuary” policy for two jurisdictions that received at least $1 million in SCAAP funding: Oregon, which received $3.4 million, and the city and county of San Francisco, which received $1.1 million and has designated itself a “city and county of refuge.”
In addition, an executive order issued in New York City limits the enforcement of immigration law by local authorities, the report said.
The audit defined “sanctuary” as a jurisdiction that may have state laws, local ordinances or departmental policies limiting the role of local authorities in the enforcement of immigration laws.
The audit also examined the level of cooperation among federal, state and local authorities, but found “conflicting views between ICE and local jurisdictions as to what actions constitute full cooperation.”
“Congress did not define ‘fully cooperate,’ nor did our review of immigration legislation disclose any specific steps that localities are required to take to help effect the removal of criminal aliens from the United States,” the audit said.
The report also found that among 164 state and local agencies surveyed:
• 30 jurisdictions do not generally ask those arrested about their immigration status.
• 17 said they do not inform ICE when they have someone they suspect may be an illegal alien in custody. Some agencies said they do not inform ICE about possible illegals in custody because they don’t think ICE will respond.
• 18 jurisdictions do not alert ICE before releasing undocumented criminal aliens.

Bachmann: Children’s health insurance a “magnet” for “illegal aliens”
Minnesota’s most outspoken member of Congress, Republican Michele Bachmann, took to the House floor Monday evening to lambaste Democrats on everything from gay marriage and abortion to taxes, immigration and Mountain Dew. At one point she said the State Childrens Health Insurance Program, recently reauthorized by Congress, would be a “magnet” for “illegal aliens.”
Bachmann: “[B]ecause now President Obama even voted for the SCHIP bill, which we all know will now for the first time swing the door wide open for illegal aliens. I know one thing: The people in my district are not interested in paying for the health care for illegal aliens that are coming across our border to be yet one more magnet to bring people in that should come here legally.”
On taxes and Mountain Dew: “Congress just had a sugar high. It’s as though every member of Congress just ingested a 24-pack of Mountain Dew and said, ‘Hallelujah. I’m on a sugar high. We’re going to spend money, and we’re going to rev this economy up.’ Well, I’m telling you, if you had a 24-pack of Mountain Dew, you would not only be on a sugar high, you would be zooming, but you would crash. And that’s about what we are going to be seeing. That crash is called taxes, Mr. Speaker. And the American people haven’t seen anything yet when they open up their tax bills.”
On the French Revolution: “I know these Minnesota accents are a little tough to get through, but I also want to mention, just for point of reference, I am a federal tax attorney. That’s my background. That’s what I do. Taxes are us.
“But the Obama administration has taken a completely different view. They have taken the view of the French Revolution, which is to tax, tax, tax and spend, spend, spend. And now they have even taken another cue from them — off with their heads.
“Because in their budget proposal, by their own language, the evil are the top 1 percent of income earners. And that’s who they want to whack off their heads.”
On social issues: “We are losing freedom by the boatload. That’s the difference between, I think, what the Republican agenda is and the Democrat agenda. We believe in the Constitution. We believe in the First Amendment, religious freedom, freedom of speech. We believe in the Second Amendment, the right to hold and bear arms. We believe in these important values. We believe in bedrock values for our country.
“Marriage should be between a man and a woman; life should be protected from the moment of conception. We believe in these values. We believe in securing our nation. We believe in taking on the enemy and winning and not being ashamed to win.”

Illegal alien arrested delivering U.S. Mail
A Yavapai Sheriff's deputy was on routine patrol Thursday afternoon near Kimberley Way and Cornville Road in Rimrock when he spotted a 2001 silver Nissan operated in a suspicious manner.
The officer noticed that the vehicle had a "U.S. Mail" magnet fastened on the rear.
After the deputy pulled over the vehicle, the driver allegedly gave a false name.
The deputy, certified under the Immigration and Customs 287G provision, pursued the inconsistencies and the immigration status with the driver.
He identified the man as 35-year-old Sigifredo Parra-Reyes and found that he was in this country illegally from Mexico.
The passenger was the vehicle's registered owner, Sybil Maria Rogers, 35, of Rimrock.
Rogers, who was doing contract postal delivery, told the deputy that she was ill and had been letting her boyfriend, Parra-Reyes drive while she delivered the mail.
She was released without charges.
Parra-Reyes was booked into the Camp Verde Jail, charged with giving false information to a law enforcement officer and taking the identity of another.
An ICE detainer was placed on him.
A records check shows that he had been deported twice before.
One of the deportations was in 2002 after being convicted of drug trafficking charges.

Border Patrol chases truckload of illegal aliens
PLEASANTON, Texas – Friday afternoon, Border Patrol agents attempted to stop a blue Dodge pickup.
They were between Charlotte and Jourdanton on Hwy. 97 when Pleasanton PD was called to assist. The chase wound its way through Pleasanton before ending at the Pleasanton municipal airport.
It was then authorities say 10-12 illegal immigrants bailed out of the vehicle and started running.
Officers were able to arrest eight of the fugitives, but it’s unknown if the truck’s driver is among the group they have in custody or got away.
