The federal immigration-enforcement service won’t take over a Virginia prison because it has guard towers, the director of the Virginia Department of Corrections said today.
“Too harsh, I guess,” Gene M. Johnson told the House Appropriations Committee, when asked why not.
Another obstacle, he said, is that the state prisons don’t have air conditioning.
“‘Alice in Wonderland’ has come true in Virginia,” said Del. L. Scott Lingamfelter, R-Prince William.
He said he was talking about locking up illegal immigrants who are criminals.
Johnson, who said the state has met with U.S. Immigration and Customs Enforcement officials to discuss turning over certain facilities to the federal government, said federal officials balked at taking over another facility because it wasn’t sufficiently secure. ICE wanted a razor-wire security fence, he said.
Lingamfelter asked Johnson about ICE after Johnson said the Department of Corrections has leased its Green Rock prison near Chatham to the state of Pennsylvania for $20.3 million a year.
Johnson told the House budget committee that its prison beds are full, even with double bunking. The prison population is not increasing and may not do so until fiscal 2015-16, he said.
“I’d like to think that we are doing a better job,” he added, noting that Virginia has a relatively low repeat-offender rate.
However, no one can explain why the number of prisoners is not increasing during hard economic times, he added.
On another matter, the Appropriations Committee learned that Virginia has received $249.5 million from the federal government as its share of an Education Jobs Fund bill that President Barack Obama signed into law Aug. 10.
The money is going to local school divisions to use for teacher salaries and related costs.
It can be used in 2010-11 or 2011-12 only to hire new teachers or support personnel or rehire former employees, budget analyst Susan Hogge said.
Based on an allocation formula, Chesterfield County will get $12 million; Hanover County, $3.4 million; Henrico County, $9.6 million; and Richmond, $5.5 million.
In a review of the recent Virginia Department of Transportation audit that found that VDOT was sitting on a balance of $529 million, while maintenance projects were going begging, committee members had harsh words for the previous administration of Gov. Timothy M. Kaine, which built up the large maintenance reserve.
“This is absolutely inexcusable,” said Del. M. Kirkland Cox, R-Colonial Heights, vice chairman of the committee.
Gregory A. Whirley, VDOT commissioner, said the department should have treated maintenance projects differently from construction projects and expedited them.
But Whirley also said VDOT was shorthanded. It now has 7,000 employees and wants to build back up to 7,500, he said.
