Video - Tougher Georgia College Restrictions on Illegal Aliens
ATLANTA - "As human beings, we have the right to access for education," claims Clayton State University student Eva Cardenas.
She joined a handful of other latino students at an ACLU protest outside the Georgia Board of Regents offices Wednesday morning.
But the group already knew tighter college restrictions were coming despite their demonstration.
The controversy over illegal immigrant students on Georgia's state college campuses began last Spring when 22-year-old Jessica Colotl was arrested on a minor traffic charge.
Authorities discovered the Kennesaw State University senior's parents brought her from Mexico illegally when she was only 10.
She'd been paying in-state tuition since she graduated from a DeKalb County high school, but state policy said she should have been paying much higher out-of-state tuition.
Her story touched off a firestorm of protest from a group of Republican state lawmakers who demanded changes.
The State Board of Regents discovered 501 out of 310,361 students at the state's 35 college campuses couldn't prove U.S. citizenship.
Even though some regents called that number minuscule, the board voted in some tougher rules Wednesday.
Starting next fall, all students will have to sign a statement saying they could face a misdemeanor penalty for lying about residency on their college applications.
Each college will be required to verify the citizenship of any student applying for in-state tuition.
And no illegal student will be enrolled in the state's top five campuses if qualified U.S. citizens have been rejected in the past two years
Those campuses include Georgia Tech, the University of Georgia, Georgia State University, Georgia Health Sciences University and Georgia College & State University.
Even though illegal residents may still attend the state's other 30 campuses by paying out-of-state tuition, latino activists and the ACLU cried discrimination.
"This is about 'Jose Crow' mentality," said Jerry Gonzalez of the Georgia Association of Latino Elected Officials.
Anti-illegal activists also criticized the new rules for not going far enough.
"If one American or one real legal immigrant is denied a public benefit of the United States because of illegal immigration, it's one too many for me and I think the polls reflect that's true of most of Georgia," said D.A. King of the Dustin Inman Society.
At least one bill to ban any illegal students in state colleges is expected to be introduced in the Georgia General Assembly when it convenes in January.
Neighboring South Carolina already bans all illegals from its public colleges
