WASHINGTON - Sen. Robert Menendez of New Jersey has introduced a broad immigration reform bill that would put the nation’s approximately 11 million illegal immigrants on a path toward citizenship and enact other sweeping reforms.
The bill, introduced late Wednesday, calls for enhanced border security and tougher enforcement of laws banning employment of undocumented workers, and would make it easier for legal residents to bring family members to the U.S.
It’s highly unlikely Congress will consider the measure this year, and it has only a slim chance of passage.
Menendez, a Democrat and the only Hispanic in the Senate, introduced the sweeping bill as Congress adjourned until the Nov. 2 elections. The measure is co-sponsored by Democratic Sen. Patrick Leahy of Vermont.
Congress typically doesn’t debate major bills during the lame-duck sessions that follow elections.
It’s more likely Congress will pass piecemeal immigration legislation such as the DREAM Act, which would allow the children of illegal immigrants to stay in the U.S. and become legal residents if they attend college or serve in the military.
But Menendez urged his colleagues to unite behind the measure.
“If we can put political grandstanding aside and work together on a comprehensive, middle-of-the-road bill like this one, we can bring all sides to the table,” Menendez said in a statement Thursday. “We can finally take action on a problem that has generated a lot of talk over the past decade but few results.”
Leahy said the measure would bring illegal immigrants “out of the shadows” while beefing up border security.
“These are goals we can all share,” he said in a statement.
One opponent, Dan Stein of the Federation for American Immigration Reform, which advocates for more limited immigration, dismissed the bill as “last-minute political theater designed to impress special-interest voters” and said it’s designed intended to motivate Hispanics to show up at the polls on Nov. 2.
An immigration reform bill died in the Senate three years ago and never reached the House, largely because of a controversial provision to legalize undocumented immigrants.
Despite a drop in illegal immigration, the issue is the focus of heated debate heading into the elections.
That’s partly due to Arizona’s enactment in April of the nation’s toughest immigration enforcement law. The Obama administration is challenging the law in federal court.
After Arizona enacted its law, Menendez and a group of Democratic leaders unveiled an immigration reform blueprint that foreshadowed many of the proposals contained in the Menendez-Leahy bill.
In August, Congress passed legislation providing $600 million in emergency funding for 1,000 new Border Patrol agents, 250 new Immigration and Customs Enforcement agents and unmanned Predator drones to patrol the U.S. side of the border.
