Candidates weigh in on economy, illegal immigration

Jack Boysen says he believes now is a crucial point in government, where most politicians don’t understand the financial implications of their decisions.

Boysen believes his ability to squeeze the most out of minimal spending is one of his strongest attributes as he seeks a seat on the Santa Maria City Council.

“I really do feel that I have the ability,” Boysen said about maximizing the resources available to the city.

A business-like approach is needed to get government back on track, he said.

Boysen, 61, is the chief financial officer for Good Samaritan Shelter. He is a former executive assistant to 5th District Supervisor Joe Centeno and served on the county Planning Commission from 2003 to 2007.

He has a background in construction, accounting and banking.

If elected, Boysen said, his primary goal will be to act as a bridge between constituents and public services.

“I truly enjoy the process of assisting people through the governmental bureaucracy, whether a land-use issue, an overcharge on a water bill or acting as a city emissary for a prospective new business,” he said.

Boysen is one of six candidates on the Nov. 2, ballot seeking to fill two seats on the council.

The term is four years.

Public safety

Government’s top responsibility is to keep all residents safe, Boysen said. To ensure that, public safety officers — police, fire, and first responders — warrant the full support of elected officials.

“I am committed to maintaining current levels of peace officers,” Boysen said. “If budget cuts are to be made, they cannot be made at the expense of the safety of our community.”

Boysen believes in zero tolerance for gangs and gang violence.

While he would support a gang injunction — essentially a civil restraining order targeting gang members and their bad behavior — as a valuable tool for police, Boysen would also back stepped-up enforcement, intervention programs in schools and re-entry programs for parolees.

Police Chief Danny Macagni has said a gang injunction would not necessarily address the city’s gang issues. There are “no specific areas” in the city where gangs congregate or control — a requirement of an injunction, Macagni has said

Boysen agrees that Santa Maria is unusual in that gangs are spread out and not clustered

An injunction is a restraining order from a superior court judge to create “safety zones” where it’s illegal for documented gang members to participate in such activities as congregating, wearing gang clothing, using gang signs and intimidating and harassing people.

He would also support drug testing in schools.

E-Verify

While supporting the use of E-Verify, a federal program designed to help employers determine whether prospective employees are legally entitled to work in the United States, for municipal hires, Boysen said he would have to study the implications to find the “true impact” of such a requirement on city contractors, vendors, and any firm doing business with the city.

The City Council incorporated E-Verify into the city’s hiring process on a six-month trial basis with a unanimous vote April 6.

However, a motion by Mayor Larry Lavagnino to appoint a committee of city department heads to review, research and study E-Verify use for city vendors, contractors, and any firm doing business with the city during the trial period, as suggested by city staff, was not seconded.

Boysen said he is for less government, and an E-Verify requirement could have unintended consequences, such as new bureaucracy, and be difficult to enforce.

Illegal immigration

The federal level is where illegal immigration must be resolved, Boysen said. Reform must be consistent nationwide such as an improved federal guest worker visa program for the agriculture industry, he said.

The H-2A visa program is a start but has become a burden for farmers, he said.

Locally, illegal immigration has serious impacts on city planning, particularly service levels because of uncounted segments of the population, Boysen said. Also, he favors stronger code enforcement against illegal garage conversions and construction of illegal structures to crackdown on overcrowding.

Boysen said he sees immigration and law enforcement as “different subjects.” Police officers should keep all residents safe without acting as immigration officers, he said. A lack of trust in police officers could lead to unreported crime, he said.

“No one wants that,” Boysen said.

Anyone caught driving without a driver’s license at checkpoints should have their vehicle taken away, he said.

However, the point of the checkpoints should be as a deterrent against drunken driving, not impounding vehicles, he said.

Economy

Sparking new commercial development along the Highway 101 corridor and a revitalization of the downtown area are keys to generating new sales tax revenues, Boysen said.

Also, the city should embrace opportunities to develop projects that could bring middle- and higher-income jobs such as the Santa Maria Airport Business Park plan to build a business park and golf course on about 740 acres just south of the airfield, he said.

If elected, Boysen would consider reducing, deferring or eliminating certain development fees to spur “a responsible degree of growth.”

The council should work with Santa Barbara County officials to guarantee the city gets its share of federal stimulus package funds, Boysen said.

Promotion of tourism to Santa Maria is integral to generating more bed tax revenues, he said.

Santa Maria needs affordable housing for working families, but it should not come at the expense of valuable farmland or negatively impact the city’s water, traffic, safety and open space.

Public employee pensions

Boysen believes a two-tier pension system — with a different level of retirement benefits for new employees — is coming to the city’s three employee bargaining groups — Santa Maria Police Officers Association, Santa Maria City Fire Fighters’ Union Local 2020 and Service Employees International Union Local 620.

All cities are dealing with skyrocketing pension costs and unions understand the need for a change, he said.
