CHARLOTTE, N.C. -- Democrats on the Mecklenburg County Board of Commissioners got a standing ovation from the mostly Hispanic crowd at their Tuesday night meeting as they shot down a controversial proposal that could have involved the county Department of Social Services in flagging illegal immigrants.
The original motion, proposed by Republican Commissioner Bill James, suggested that the Mecklenburg County Department of Social Services “ignore state and federal regulations” and share information it has on illegal immigrants whose children DSS serves. “We do have in my opinion an obligation since 9/11 to participate in the national security in our country,” James said. “We have all these illegals in our system and we don’t know if they are Osama wannabes.”
The Department of Social Services collects information on all people lived in the homes of children who get food stamps, welfare, or Medicaid from DSS. Computerized eligibility checks often note Illegal immigrants, but federal policy specifically prohibits DSS from sharing that information unless a formal deportation is involved. “It is important to remember these children are legal, American born citizens,”
Jess George, executive direction of the Latin American Coalition, pointed out. The people who spoke to the county commission-mostly immigrants or spouses of immigrants-all spoke against James proposal. “What Commissioner James has suggested would only make our community less safe and inundate ICE,” Hector Vaca said. “We cannot punish U.S. born children for the mistakes of their parents,” Maggie Giraud said. “Denying basic needs to the most vulnerable is definitely a disgrace.”
James use of the terms “anchor baby” and “Osama wannabes” earned him jeers, and several harshly-worded rebukes from fellow commissioners. “Frankly, you have a history of throwing bombs, saying things that are not productive to the dialog,” Harold Cogdell, vice chair of the commission said. “We need to put the rat on the table. This is about politics,” Democrat Harold Dunlap said, accusing James of attempting to force Democrats to vote on the controversial issue of illegal immigration. “I pray that what you are attempting to do backfires.”
Before the vote, James asked that the motion he’d proposed be amended, to request instead that the county commission write a letter to the Department of Homeland Security asking how the county might legally share information it has gathered on illegal immigrants. That request, the other Republicans on the board, Karen Bentley and Neil Cooksey, said they could support. “It is not because we don’t respect and love each other, but we have tax payers at the end of their rope,” Bentley said. The vote, 5-3, shot down the amended motion.
Mecklenburg County DSS calculated that 5,635 children who received food stamps in the month of July had at least one undocumented parent. The department estimates it spent $2.7 million in July on the legal children of illegal immigrants.
