WEST HAVEN — What began as an attempted traffic stop ended in the arrest of an illegal immigrant who had been wanted by local police on charges that he raped his girlfriend’s 14-year-old daughter, police said Thursday.

Alonso M. Geminiano, 38, of 1499 North St., Bridgeport, was charged Wednesday with two counts of first-degree sexual assault and two counts of risk of injury to a minor in connection with the alleged rape of the girl, police said.

Geminiano had been evading police since the rape was reported July 28, and was caught Wednesday because he was using a handheld cell phone while driving, police said. He allegedly refused to pull over when an officer tried to stop him, and instead led police on a foot chase. He also faces several charges in that incident.

Police said Geminiano is believed to have sexually abused the girl for about two years, and that the girl’s mother had been the victim of domestic violence at Geminiano’s hands for more than seven years. The girl, who had lived in West Haven, has moved with her family out of state, police said at a press conference at police headquarters Thursday.

Geminiano is from Mexico and is believed to be in the country illegally, police said. U.S. Immigration and Customs Enforcement has placed a hold order on him, and is investigating a report that he had been previously deported, said Detective Mary Canfield, who leads the department’s Special Victims/Domestic Violence Unit.

The incident began when Officer Michael Beutel tried to stop Geminiano near Campbell Avenue and Spring Street about 8:20 a.m. Wednesday for the driving offense. Instead of pulling over, Geminiano jumped from the moving car, which rolled into a fence, Officer Bret Schneider said.

Beutel chased Geminiano in and around the nearby China Sea Restaurant, over a fence and then caught and arrested him after a struggle, Schneider said.

Geminiano faces charges of reckless endangerment, operating a handheld phone while driving, interfering with police and criminal impersonation in connection with the chase, police said.

He was taken to the Hospital of St. Raphael for treatment of injuries sustained in the incident, and has since been released, Schneider said.

Geminiano initially gave police a false name, but Officer Louis Matteo used Geminiano’s cell phone to call people on his contact list and confirm his identity, Officer Thomas Flaherty said.

Flaherty, who works in the Special Victims/Domestic Violence Unit, identified Geminiano as a man who had been wanted on a warrant since early August, he said.

Police had been tracking Geminiano since Canfield got a call in July that Geminiano was holding his girlfriend — with whom he has four children — in a residence against her will. It was reported later that same day that Geminiano had allegedly raped a 14-year-old girl who was his girlfriend’s daughter from a previous relationship. The mother and five children are “very afraid” of Geminiano and police helped them relocate out of state, Canfield said.

Geminiano is being held in lieu of $500,000 bail on the sex assault charge and $25,000 on the motor vehicle-related counts. He is next due in Superior Court in Milford Oct. 25.

Canfield praised the arresting officers’ work, and the efforts of co-workers Flaherty and Detective Brian Reilly in the Special Victims/Domestic Violence Unit, for Geminiano’s arrest. She said Geminiano may have been lulled into a false sense of comfort since he had evaded police for a few months.

She had this message to offenders: “As long as you’re out there and we’re here, we’re going to chase you. We’re not going to let you rest.”
